In June 2018, the State Council issued a three-year plan of action for winning the Blue Sky Defense War. In the action plan, the goal of strengthening the capability of mobile source emission monitoring is put forward, and the management methods of remote monitoring system for heavy-duty diesel vehicle diagnostic system are put forward, including improving remote sensing monitoring network, regular emission inspection institutions and national, provincial and municipal networking.

In July 2018, the State Market Supervision and Administration Bureau of the Ministry of Ecology and Environment issued the National Standard of "Limits and Measurements of Pollutant Discharge from Heavy Diesel Vehicles (Stage 6 of China)". Starting from July 1, 2019, the Sixth National Standard will be implemented in phases. In the future, heavy-duty diesel vehicles will also implement the Sixth National Standard completely within the prescribed time point.

In January 2019, the General Office of the Ministry of Ecology issued the Action Plan for Fighting Hard Fights against Pollution by Diesel Trucks. The plan and target of accelerating the capacity building of remote sensing monitoring for motor vehicles are put forward, the importance of promoting the construction of remote online monitoring system for diesel vehicles is emphasized, and measures for monitoring the engine emission of diesel vehicles in all weather and in all directions are clearly taken, as well as enterprises for motor vehicles are encouraged to transmit vehicle monitoring information to the ecological environment departments of the cities in the local districts through the network system.

With the release of state-intensive standards and action plans, it is not difficult to see that the emission standards for heavy-duty diesel vehicles and diesel trucks will be upgraded in the future, and emission regulation will be normalized. To win the blue sky defense war, help China's economic transformation, promote the development of green industry, and provide support for China's sustainable development strategy.
